1964 saw McConnell graduate from the University of Louisville with a Bachelor of Arts in political science. In 1967, he graduated from the University of Kentucky College of Law with a Juris Doctor degree in law.

McConnell was elected Jefferson County, Kentucky’s county judge-executive (the equivalent of a county mayor) in 1977. He held this position until 1984, when he successfully ran for Kentucky’s U.S. Senate seat. The election was won by McConnell, who assumed office on January 3, 1985.
