Assam Government’s Initiative: On Wednesday, the Himanta Biswa Sarma administration in Assam approved a policy mandating the provision of scooters to female students who achieved a minimum score of 60% and male students who achieved a minimum score of 75% on the recently concluded higher secondary examinations.

According to a statement cited by Tourism Minister Jayanta Malla Barua and reported by the PTI, the cabinet authorized ₹167 crore for the distribution of bicycles to 3.78 lakh Class 9 students enrolled in government and provincial schools during a meeting presided over by Chief Minister Sarma.

Beginning the following year, the minimum score requirement for higher secondary examinations for both boys and girls will be 75% or higher, according to Barua.

The chief minister asserted that the cabinet decision would serve as a pivotal intervention aimed at enhancing educational achievements and empowering students in the state to pursue their ambitions.

“Today’s decision by our Cabinet will be a landmark intervention to improve educational outcomes and provide wings to the aspirations of our students,” the chief minister stated on Twitter.

Baruah added that the Cabinet also authorized a proposal to increase the reservation of seats for More Other Backward Classes (MOBCs) and Other Backward Classes (OBCs) from 15% to 27% in professional courses offered by the Assam Agricultural University.

In addition, seats for allocation to six communities (Tai Ahom, Chutia, Moran, Matak, Koch Rajbongshi, and Tea tribes) were reserved for training courses in 24 government General Nursing and Midwifery (GNM) institutes, 18 Auxiliary Nursing Midwifery (ANM) schools, and three B.Sc nursing schools, in accordance with 27% OBC/MOBC reservation, according to the minister.

In accordance with the National Food Security Act of 2013, the Cabinet also authorized the draft of the amended Assam Food Security Rules, 2022.

The suggested modification raises the income threshold from the current ₹2.5 lakh to ₹4 lakh in order to facilitate the application of new ration cards under the NFSA for a greater number of deserving families.

Additionally, the cabinet approved the Assam Micro, Small and Medium Enterprises Facilitation of Establishment and Operation Rules, 2023, which will grant MSMEs a three-year exemption from specific inspections and approvals that are normally necessary for their establishment and operation within the state.

By tendering the declaration of intent, a state MSME can now commence operations upon receipt of an acknowledgement certificate from the state nodal agency.
