BHUBANESWAR: The 1999-founded Utkal University of Culture (UUC) Bhubaneswar has failed to receive the necessary status under Section 12B of the University Grants Commission (UGC) Act, 1956. Receiving financing from the Centre and organisations financed by the Central government requires this status.

The 12B section addresses the restriction on awarding any grants to universities that have not been determined by the Commission to be qualified to receive such grants. The UUC is ineligible for support from the Centre or any organisation that receives funding from the Central government because it has not been granted the 12B status.

The causes of this are two significant issues. These include a lack of permanent faculty members and a lack of land rights records (RoR) for the university. The university’s lack of both teaching and non-teaching staff is a serious concern. According to official sources, the university now only has seven regular faculty members and 22 guest faculty members.

To comply with the UGC Act’s requirements, there must be at least 25 regular faculty members. A university teacher claimed that the institution could not function with such a minimal human resource base.

According to sources, the institution has not yet received the right of return for its land. “For the university’s permanent campus in Madanpur, the state government has donated 45 acres of land. Another teacher stated that it was the university’s duty to persistently pursue the issue in order to obtain the RoR from the tax agency.

According to UUC Vice-Chancellor Prasan Kumar Swain, a hiring procedure for 18 regular faculty members has begun. “We will hire the necessary 25 regular faculty members after the recruitment process is over. Soon, we are also attempting to obtain the RoR of the university land,” he continued.

He reported that the institution had picked up the PhD work. During the previous seven years, a number of requests from scholars to begin their PhD works were still outstanding. “We have deleted 75 students’ files. They will enrol in PhD coursework before registering to begin their research, the speaker continued.

According to Swain, efforts are being made to allow the university to apply for UGC 12B classification. We must obtain 12B status in order to participate in the National evaluation and Accreditation Council (NAAC) evaluation, he continued.
