The expansion of the local government structure occurred subsequent to the ratification of the Barrio Charter, which officially acknowledged the barrio as a distinct local government unit. In addition to genuine authority and power, the group advocated for the material resources necessary to rule and provide services. The organization subsequently participated in the internal revenue allocation process.
