Why does Thanksgiving fall on the fourth Thursday of November?

Although the oldest Thanksgiving narrative dates back to 1621, it wasn’t until President Abraham Lincoln’s administration that the holiday was observed annually in the United States. He established Thanksgiving as a national holiday in 1863, to be observed on the final Thursday of November, with the intention of uniting Americans during the height of the Civil War. For magazine editor Sarah Josepha Hale, who is known as the “mother of Thanksgiving,” this was the moment when her decades-long support of the holiday came to an end.

But in 1939, November began on a Wednesday, which meant that instead of four Thursdays, there would be five, and Thanksgiving would fall on the thirty-first. Naturally, this has happened previously, but President Franklin D. Roosevelt determined that it was too late this time. He declared in August of that year that the national holiday would now fall on the second-to-last Thursday of August.

The change was deemed permanent the following year (1940), with Thanksgiving Day being officially observed on November 21, the second-to-last Thursday. Roosevelt is said to have acknowledged in 1941 that the switch was a mistake, but it was too late to reverse it because the calendars had already been made. The national Thanksgiving holiday fell on the third Thursday of the month in 1940 and 1941 since November had only four Thursdays in those years.

Roosevelt passed legislation at the close of 1941 designating Thanksgiving Day as the fourth Thursday of November, regardless of whether it is the final or second-to-last Thursday of the month.
