Missing Work Years May Lower Green Card Holders’ Social Security Benefits

Green Card holders may get smaller Social Security checks if they have fewer than 35 years of U.S. covered earnings, because missing years can count as zero.

Green Card Social Security Benefits: People who have a Green Card can live and work legally in the United States. They may also be able to get Social Security benefits later. But having a Green Card alone is not enough. A person still has to meet the same basic rules as other workers.

For Social Security retirement benefits, a worker usually needs enough work credits. In simple words, credits are like points a person earns when they work and pay Social Security taxes. The SSA says people usually need 40 credits for retirement benefits. This is about 10 years of work for many people. In 2026, one credit is earned for each $1,890 in covered earnings, and a person can earn up to four credits in one year SSA,

A Green Card holder may also hear about Supplemental Security Income, called SSI. This is not the same as regular Social Security retirement. SSI is for people who are aged, blind or disabled and have very low income and low resources. Some noncitizens can qualify, but the rules are different and stricter. The SSA says most noncitizens must be in a qualified alien category and must also meet a condition that allows qualified aliens to get SSI SSA.

Why will some Green Card Holders get Smaller Checks?

The size of a Social Security retirement check is based on work history. The SSA does not just look at one year. It uses the worker’s highest 35 years of earnings to help find the benefit amount. These must be earnings that count under Social Security rules SSA.

This can be a problem for some Green Card holders. A person may have moved to the United States later in life. They may have worked many years in another country before coming to America. But those foreign earnings usually do not count the same way for the U.S. Social Security retirement amount. The benefit is mainly based on covered earnings where Social Security taxes were paid.

If a person has fewer than 35 years of earnings in the system, the missing years can count as zero. That can pull the average down. So a Green Card holder who worked in the United States for only 15 or 20 years may still qualify if they have enough credits, but the monthly check may be smaller than someone with 35 full years of covered earnings.

Moving Outside The US

Green Card holders should also be careful if they start getting Social Security and then leave the United States for a long time. The SSA says lawful noncitizens can qualify for Social Security if they meet all rules. But noncitizens must also meet special rules to keep getting payments while outside the country SSA.

In many cases the social security cannot keep paying a noncitizen after that person has been outside the United States for six calendar months in a row. Some exceptions may apply, depending on the person’s country, status or other rules. But if no exception fits, the payments can stop.

The person may be able to restart payments after coming back. The SSA says the person must return to the United States and stay for a full calendar month. That means being “physically present for every hour of every day of any month of the year.”
