The VA Survivors’ and Dependents’ Educational Assistance Programme (DEA, Chapter 35) offers qualifying dependents of veterans who have died while on active duty or as a result of a service-related condition, or who are permanently and totally disabled, access to education and training opportunities. If a dependent is the child or spouse of a veteran or service member who has died, been captured or reported missing, or has a condition related to their military service, they are eligible for the DEA. This is referred to as Chapter 35. Those who are the child or surviving spouse of a veteran or military member who passed away on September 11, 2001, or who suffered a service-connected condition, may be eligible for the Fry Scholarship. Lastly, the recipients of this transfer of education benefits will be those who are either the spouse or child of a veteran or active military person who has made the request.
