Does Xbox require a Game Pass to play Final Fantasy 14?

Yes. Square Enix confirmed in their post regarding the Xbox Open Beta that players will require a Game Pass for the full release of Final Fantasy 14 on Xbox. To access the complete release after the Dawntrail expansion launches later this year, players must subscribe to Microsoft’s service. Although there has undoubtedly been a lot of anger among gamers over this, Microsoft decided in the end.

Online multiplayer games on Xbox consoles require an Xbox Game Pass Core or Ultimate subscription, except for free-to-play titles. To access online play on your console, you must have a Game Pass subscription if the game in question demands one. This is crucial, as Final Fantasy 14 is only available online on Xbox.
