The birthday of Lavity Stoutt is celebrated annually on the first Monday of March, which is March 1 this year. Born in 1929 in Tortola, British Virgin Islands, he was the first and longest-serving Chief Minister of the British Virgin Islands, having won five general elections. Stoutt had a 38-year parliamentary career and was the founding member of the United Party. He later established the Virgin Islands Party. Stoutt favoured the biblical proverb, “Where there is no vision, the people perish.” Soon after his death in 1995, the British Virgin Islands designated the first Monday of March as an annual public holiday in his honour.

However, he went on to study house and boat construction and worked as a retailer for the next fifteen years before entering politics.
Stoutt’s inability to complete his education inspired him to support reforms that continue to assist students in obtaining a quality, affordable education.
He generously provided bright and ambitious students with opportunities funded by the government. Students at the local community college were frequently awarded sizable scholarships and given the opportunity to participate in international training programmes.
Stoutt was sworn into office on April 14, 1967, after being elected the first Chief Minister of the British Virgin Islands in 1967. Between then and 1971, 1979 to 1983, and 1986 until his passing in 1995, he served three non-consecutive terms.
In 1967, he founded the United Party, but he left it in 1971. Afterward, he founded and led the Virgin Islands Party. In the 1990 district election, he received an unprecedented number of votes. His 11 electoral victories at the time were also a record. These standards have since been surpassed by other candidates.
On a personal level, he was the youngest of eight brothers and sisters. He had a single marriage and three daughters and three sons. He briefly served as Sunday school superintendent and lay preacher as a Methodist.
