Losing SNAP Benefits: Many Illinois families who lost SNAP food aid may now get a new one-time payment through a state program called FRESH, which stands for Families Receiving Emergency Support for Hunger. The program was created after the state said expanded federal work rules caused many people to lose benefits. Illinois officials said the first payments are set to start on August 1, 2026. The plan is backed by $70 million and is meant to give short-term help to households dealing with the loss of food assistance.
Each eligible household member can get a one-time $400 cash payment. That means a family with two qualifying people could receive $800, and a family with three qualifying people could get $1,200. The money is not a monthly benefit. It is only meant to help once. The state also says people who lose SNAP later, between August 2026 and June 2027, may still qualify if program funds are still available.

Who can get the $400 Payment?
A household may qualify if one or more members lost SNAP on or after May 1, 2026, because they did not meet the new federal work requirement and did not get an exemption. The state says the person must still be ineligible when FRESH is processed. If SNAP was lost for a short time but then restored before the payment was handled, that person may not get the money. Illinois says the payment will be sent after the 16th of the month in which SNAP ends for a qualifying person.
The state also says FRESH money will not change eligibility for other programs such as Medicaid, Temporary Assistance for Needy Families, AABD Cash, or similar aid. This makes the payment a separate emergency support program rather than a replacement for other benefits.
How the Money Will Reach People?
No application is needed. Illinois Department of Human Services will check its own records, find people who qualify, and send the payment automatically. Families should receive a notice in the mail first.

The money will then be put on the household’s existing Illinois Link card as a cash benefit. If someone gets a notice but no longer has their Link card, they must request a replacement. The state says a new card can be ordered through EBT Edge or by calling the Illinois Link Help Line at 1-800-678-5465.
