In 1898, when the Spanish-American War began, Spain granted the Philippines independence. The very next year, on January 21, the First Philippine Republic was established, only to steadily disintegrate under American rule.
On August 29, 1916, the United States passed the Philippine Autonomy Act, establishing an elected, bicameral Philippine legislature with the Senate as the upper session. The act, commonly known as the Jones Law, served as the nation’s constitution until 1934. In addition to establishing a fully elected and stable government to supplant American rule in the Philippines, the Jones Act helped the island achieve independence. In 1935, the Senate was momentarily abolished, but it was reinstated in 1941.
