Texas offers expedited SNAP service for households facing this kind of emergency. It is not a separate program. It is simply a faster way to process some SNAP applications.
SNAP helps low-income households buy groceries. In Texas, the program is managed by the Texas Health and Human Services Commission. Approved benefits are added to a Lone Star Card, which works like a debit card at stores that accept SNAP.

Who Qualifies for Emergency SNAP in Texas?
HHSC reviews each application to decide whether the household needs faster help. A household may qualify if it has $100 or less in cash and bank accounts and expects less than $150 in income for the month. It may also qualify when its rent, mortgage and utility bills are higher than its available money and expected income.
Migrant or seasonal farmworker households with little or no money may also qualify. Eligible households must be able to access expedited benefits within seven days. Some may receive them by the next workday, but this is not guaranteed.
HHSC also looks at household size, income, savings and certain expenses. These may include rent, utilities, child care and some medical costs. Different rules may apply to households with an older adult or a person with a disability.
How to apply for faster SNAP benefits
The application can be completed through the following steps:
- Submit a SNAP application. Use the Your Texas Benefits website if possible. You can also fill out Form H1010 and send it by mail, fax, or take it to an HHSC office.
- Answer all emergency questions: Give details about cash, bank accounts, income, rent, mortgage, and utility bills. Do not leave them blank.
- Complete the interview: HHSC may call you or contact you for an interview. They may ask who lives in your home, about money, and about bills.
- Send proof documents: Be ready to send items like ID, pay stubs, bank statements, rent papers, and utility bills.
- Check your status: Look at your Your Texas Benefits account, phone messages, and mail. Reply quickly if HHSC asks for anything.
For expedited cases, Texas may delay some proof until after the first benefits are approved. However, proof of identity is still required. Other missing documents may need to be provided by the 30th day after the application date. A person who fails to send the required information may lose future SNAP benefits or have the amount changed.

Emergency SNAP is different from Disaster SNAP
Expedited SNAP and D-SNAP are not the same. Expedited SNAP is available year-round for households that need food assistance quickly. D-SNAP is only offered after major disasters in approved areas. Benefits are added to a Lone Star Card. Since April 1, 2026, Texas SNAP cannot be used to buy candy or sweetened drinks.
