Later in the administration of President McKinley, he was promoted to assistant secretary of the Navy. He eagerly prepared for the impending Cuban War while in this position, and upon its outbreak, he led a volunteer cavalry regiment comprised of ranchers and hunters from the American West to Cuba as lieutenant colonel.
